Kate has a fine post.
I disagree that the improved regulations are an overreaction. The U.S. beef export industry doesn't have a prayer of recovering without these changes. The industry's recovery will probably also require additional testing. I don't think we have to test every cow slaughtered, like Japan. We should test a larger percentage of all cows brought to slaughter. I have a number of posts about BSE, or mad cow disease, which can be accessed here.
