Bot trying to be difficult, but in reading the comments on the Carter-Bush squabble someone made some comment about Reagan's tear down that wall speech.

I keep hearing this referred to and completely fail to understand why Reagan making that comment in a speech had any real significance. It is a nice sound bite, but beyond that I have never seen any evidence that it had any impact. So would someone please explain why people think it is so important.
