“French President Nicolas Sarkozy vowed Wednesday that rioters who shot at police during a flare-up of Paris suburban unrest would be severely punished,” AFP reports.

Indeed. I guess reporters, in their role as stenographers to power, often just write the stuff down and spit it back. It's sometimes rather amusing, though.
On the other hand, if we hear of deployment of Légion étrangère to Paris, then we will both know he is serious and what form "severely punished" is likely to take.
