		<description>Only a person who has hunted quail in the high grass with a line of hunters can understand the dynamics of this type of hunting.  Maintaining position and communication are everything for safety.  The birds move fast in all directions.  The field of fire is set before the line moves out.  Everyone has some responsiblity.  Keeping your position, keeping your companions informed, and keeping your eyes open for the unexpected.  Upland bird hunting is thrilling, demanding, and not without danger.  But these type of accidents do not automatically indicate character flaws, intoxication, criminal negligence or any of the other absurd charges being thrown about.  Mr. Cheney, Mr. Whittington, please invite me to go bird hunting with you.  I would be honored and firmly convinced that safety would not be an issue.
