One of McCain's top foreign policy advisors, James Woolsey, has pushed the idea that Saadam Hussein was behind the anthrax attacks. Since we have no evidence to the contrary, I would suggest that Woolsey is correct and that the surge is the reason that we have yet to have another anthrax attack.
