From reading the article, it does not appear that the development costs are in the $4B, this is the procurement cost. Knowing the reliability of military radios, at least the radios that were on my Bradley, Hummvee and the one I humped around with up and down the Bavarian Alps and beautiful Yakima, I'll hazard a guess that this concept will be awhile in the making.
