		<description>What the hell, why not have negative interest rates if we want to stimulate borrowing!  I mean, isn&#039;t that the whole point of the stimulus plan and TARP, to get people borrowing again?

Who is going to be fooled and for how long by the government buying up its own debt?  Remember, it&#039;s turtles all the way down...</description>

I think they are, simply because since the Fed has set its discount rate at 1/4%, there&#039;s not much room for it to do any stimulating of the economy through its normal means, by lowering interest rates.

On the other hand, maybe they want to test the proposition I&#039;ve seen countless times in Social Security debates that the Trast Fund is meaningless, since one part of the government can&#039;t owe money to another. </description>
