What the documents show is that in order to take this position they must have been ignoring the oft repeated advice of their own Ambassador to that country.</description>

The second doc is hardly a smoking gun. Someone asked for a legal opinion and a lawyer gave one. 

The first doc was published over a year ago. It is sort of hard to fathom that he has been &quot;denied the right to publish these documents&quot; when they have already been published.
