Must mean bad news for the administration is about to be released.

The reasons seem obvious: Bush is taking heat for the Miers nomination from just about everywhere. He's trying to play the "war president" card. Of course that is risky given the fact that Iraq's "transition to democracy" is a total joke, global terrorism continues unabated, and Bush doesn't really have a practical plan for dealing with the quagmire there. The speech will likely invoke 9/11, evil, and ultimate message will be "just trust me." It's going to be a great speech and will ultimately show how brilliant a leader Bush is!
