CNN has details.

“This is what my expertise, my leadership experience, my whole career has pointed and prepared me for,” Clark said in an interview with CNN’s “American Morning” on Wednesday.

“I’ve had a lot of diplomatic experience. I’ve done a lot of work with security policy. I think I’m the best person to look at the future of this country and keep us safe.”

That sounds incredibly arrogant but it is the implied premise of any presidential campaign.

Sort of ironic, really. The Commander in Chief - the president - sets policy and strategy, and the armed forces execute it. Under our form of government, it can be argued that any general has absolutely no experience framing policy that will keep us all "safe". They have experience framing TACTICS that will keep us all save, and that is a big difference.
