		<description>Sort of ironic, really.  The Commander in Chief - the president - sets policy and strategy, and the armed forces execute it.  Under our form of government, it can be argued that any general has absolutely no experience framing policy that will keep us all &quot;safe&quot;.  They have experience framing TACTICS that will keep us all save, and that is a big difference.
