We have spent the last five years spending at deficit (stimulus) levels.  We were doing that during what was called a recovery.

If we double-down now, isn&#039;t that as crazed as spending stimulus?  Both move us further and further from a balanced budget.</description>

		<description>If we are going to do a drunken midnight raid on the Treasury, like we sometimes do on my wine cellar, we might as well do it this way.

As for going back to current rates?  Make it a 2 year sundown requiring 80% approval to retain.</description>
