I&#039;m saying that the opponents of the lottery, despite being something like a 33-67 minority, were much better organized and motivated to get out for a special election than the proponents.  The lottery narrowly lost in contest where turnout was fairly poor.

The black churches, especially, turned out their folks.  They fired them up on Sunday and then bused them to the polls Tuesday.</description>
