The executive branch brings out proposed legislation all the time.
Google Bush proposals or Bush legislation. IIRC a rather large percentage of legislative proposals originate in the White House. Use your super secret Power Blogger sources and look up what per cent start there.

That's presumably because your con law class taught you nothing about how Congress and the executive actually function. For instance, when the president sumbmits his budget to Congress, it's a "legislative proposal." Reid's quote says nothing about introduction. You're either playing to the ignorant masses...or one of them.

That is because, Alex, the constitution was written before Obama. Our founders could not have imagined a being a great as our Obama. As understanding as our Obama and as all knowing as our Obama. If the constitution were to be applied, we might find ourselves without Obama as his grand mama on daddy's side said she was attending his birth in Mombasa, Kenya. But then what does a grandma know?
