Except that's not what he said, it's what Gore's defenders decided later that he meant when he said "During my service in the United States Congress I took the initiative in creating the Internet." Your revision - - changing "creating" to "the creation of" - - while seemingly innocuous, remedies the exact fault with the original statement, which was that it made Gore out to be THE force, as opposed to A force. It's the same as a player of a baseball team standing up an announcing that "he" won the world series, instead of using "we."
