		<description>I think the critical point in this is what we can dictate to the Iraqis is on the wane and dissolving the Iraqi Police is a non-starter.  One of the problems of independent commissions is they are ungrounded.  They can recommend starting with a clean slate.  But that was never viable.  CPATT looks to be focusing on the critical items - selcting, training, and promoting the good IPs and determining who is bad and removing them.  

As we stand down our forces we had better change where and what we focus on.</description>
