Landing on a carrier, even in relatively placid seas, is an exceedingly complex task--well beyond the capabilities of someone who hadn't been trained (either on carrier landing procedures or on the aircraft type) and hadn't flown a high-performance fighter in 30 years. You don't risk the President, the lives of several dozen (at least) others, and the destruction of an aircraft on that sort of whim.
