I would suggest, however, that even if we do not accept counterfactual analyses of causation as a general matter, that the relevant issue here is the counterfactual one (which, according to taste, may or may not be equivalent to the causal question). In other words, are we to believe that if the EU and Japan had not threatened retaliatory action that Bush would have reversed course on steel?
