		<description>To think about rebuilding a city that is entirely below sea level and subsiding ever deeper as time goes on is absurd.  The cost to rebuild the city will no doubt be in the multiple billions of dollars.  Why not spend the money that would be thrown away at the next hurricane and relocate the city population and let the city revert back to what mother nature has always intended it to be;  a swamp.</description>
