		<description>Canada&#039;s going to increase 70%.  It&#039;s not the double Bush did for CIA just before his famous speech.  

The USIC already hired the young college kids and then Plame came out and destroyed every one of those careers.

As far as Rice, she&#039;s finished.  She had no idea what she was doing.  Look at Fiji, Shays, and the foreign service.  Maybe she is stupid en ought to leave and run for President, but I doubt anyone is that stupid!</description>

		<description>Bob Fertik of Democrats.com has a post up arguing that Negroponte&#039;s move means that Rove has tapped Condi Rice to be the GOP nominee in &#039;08. Since that would mean her resignation in the coming months, Negroponte&#039;s &quot;demotion&quot; is actually an indication that he will be her successor as Secretary of State. Which makes sense. He would be a fine secretary of state. But the rest seems far-fetched to me. Rove can&#039;t just appoint the nominee, and there&#039;s hardly a guarantee that Rice would make it successfully through the primaries. And Rice may not even want to run. (Or is there any indication she may resign for other reasons?)

		<description>The DNI was created after the 9/11 report, supposedly to break down the different IC agency stovepipes and foster collaboration.  I&#039;ll give the effort a &quot;C&quot; so far based on the results.  many of the stovepipes are still there and there&#039;s too much internal resistance at the middle management level at the agencies to share information.  The IC needs a radical change in personnel to really break the old mold.</description>
