BS. The mission was not requested by the VP. Get your facts straight. Moreover, the information did not get to the VP. And more importantly the information in the report did nothing to contraidict the infamous 16 words, that Iraq sought uranium from Africa according to British intelligence.

"Was not warned in a meaningful way" is dubious at best. The CIA guy who spoke to Novak has said he did his best to warn him off, telling him that it would hurt national security to reveal Plame's name & status, but that he was hampered a bit by having to avoid himself revealing that status. In other words, he couldn't say "Novak, she's an operative," because he'd be violating the very secrecy he was trying to protect.

It looks to me like the CIA doesn't have a very firm hand on the reins and that there are many independent actors here.

It looks to me like Novak is parsing words to perpetuate a lie. Ms. Wilson did not suggest the mission--the mission was requested by the Office of the VP. Ms. Wilson then suggested that her husband was a person who might be capable of carrying out the mission. I repeat: she did not suggest the mission, she simply suggested someone with qualifications to carry out the mission.

Having worked in that community, I know this is a typical way of getting things done. For much of the Agency's work, there is no list of contractors and work is not put out to bid. Instead, Agency personnel rely on their own professional and personal contacts for the resources they need to get the job done. Its not only common, it is admirable, and the "outing" of Ms. Wilson is unexcusable.
