Technically, they checked out of Hay Adams yesterday.  So at the time of the visit he was homeless--probably just biding time between the morning checkout time at Hay Adams and the afternoon check-in time at Blair House.

Bush probably kept him out of Blair house until the customary 3pm check-in time, which is why he showed up at the Post at around 2.

The least Bush could have done was grant him an early check-in on the 15th given the shenanegans he orchestrated with John Howard.</description>
