The ISI has much the makings of a rogue agency, operating outside the orders of the Prime Minister and parliament when it sees fit to do so. But, since they are in fact an element of the Pakistani gov't, it's not a stretch to lay this at the feet of the "Pakistani government". It's not exactly right, but close enough for propaganda purposes. It should also serve as a push to get the ISI under government control. That, I think, is the Indian government's intention. It's going come down to how you define "Pakistani government".
