 Outside the Beltway

THE MORE THINGS CHANGE…

…the more they stay the same. Time covering trips to Mars and asking “What Went Wrong in the Gulf?”

TIME Magazine Cover: Exploring Mars - Jul. 18, 1988

Note that date: George Bush the Elder was still Vice President.

About the Author: James Joyner is the publisher of Outside the Beltway and the managing editor of the Atlantic Council. He's a former Army officer, Desert Storm vet, and college professor with a PhD in political science from The University of Alabama. He lives just outside the Beltway in Alexandria, Virginia.
