James, the SVR and FSB are shells of their former KGB glory. Many of the good operatives left to do "consulting" or "security" work for much more lucrative compensation.

Correction - It was the former USSR and the KGB that made the response in Lebanon in '85. We'll see if Putin (an ex-KGB Colonel) and the Russian security services still has the compentence to pull something like that off again.
