Dodd Harris thinks a Fort Worth policy of issuing hefty fines to people who don’t sort their recycling properly may have a chilling effect on recycling.

But isn’t that like saying people won’t work hard if we’re just going to tax them at higher rates for success? And nobody believes that, right? Everyone knows people will gladly do whatever their government tells them without the slightest thought to impact on their own pocketbooks.
