Redistricting and Lawsuits

Steven Taylor, who studies elections for a living, observes, “There aren’t many hard laws of social science, but the relationship between the drawing of legislative districts and lawsuits may well be one.”

Indeed. Of course, nowadays, the relationship between almost any governmental decision and lawsuits is rather strong.
