ULSTER SUMMIT: While strange, it is somehow fitting that President Bush and Prime Minister Blair are having a summit meeting in Northern Ireland next week to discuss the reconstruction of Iraq. After all, the Brits have gotten pretty good at urban warfare as a result of their long campaigns there.
