If you look at the record this is a phenomenon of relatively recent years (say the last 20 or so) until then it was generally below 50% but in the 30’s and 40’s but it started to seriously tank for long periods with the arrival of Newt and the Republicans. The current antics over the payroll extension and Medicare fix have become the norm and as long as they are so it’s going to stay in these regions.
Which is why it’s a wise strategy for Obama to run against Congress.
This is a trick question, right?
