According to CSM (via Drudge): “The head of the US military’s Central Command, Gen. Tommy Franks, will rule Iraq in the initial aftermath of a US invasion to overthrow President Saddam Hussein.” Now, logistically speaking, this is pretty much obvious. For at least a brief time, the head of the invasion force will certainly have to run government operations until an interim arrangement is set up, whether it be a US Army Civil Affairs unit trained to do that or a UN force or a provisional Iraqi government or whatever. But from a purely PR standpoint, this is a hell of a way to phrase things. The word “rule” should definitely not be bandied about by the US government or it will indeed smack of conquest.
