IRAQI TACTICS: Stephen Green has some interesting commentary on Saddam’s latest strategic move.

Update: Ray’s comment below reminds me of a great line from Norman Schwarzkopf, assessing Saddam’s military genius in his post-Gulf War briefing: “He is neither a strategist, nor is he schooled in the operational art, nor is he a tactician, nor is he a general, nor is he a soldier. Other than that, he’s a great military man.” (Feb. 27, 1991)
