Karl Rove and Rush Limbaugh, Separated at Birth?

Atop an otherwise uninteresting TIME recap of the election returns are photos of Joe Lieberman, Karl Rove, and Rush Limbaugh. I’ve never noticed the striking similarity between the looks of the latter two before:
There’s a joke about Bush’s Brain and having half of one’s brain tied behind one’s back in there somewhere, I think.

I just wanna know what the heck that multicolored _thing_ is that’s reaching for Rush’s throat…
Rush must have picked that tie out during one of his frequent drug binges. Its pretty psychedelic and probably looks funky after popping a bunch of oxycotins and downing a glass of scotch.
I see no similarity whatsoever.
They are both white with grey hair and receding hairline with two eyes and ears. Beyond the common human features I don’t see the striking similarities.
