WaPo reports that the House

WaPo reports that the House has approved (418 to 7 no less) a national no-call list to help people avoid telemarketers. Obviously, this will be a popular move although I’m almost certain that the telemarketing scumbags will find a way around it. I am baffled, however, that this somehow is going into law without Senate approval, which strikes me as obviously unconstitutional.
